You might want to explore the grants offered by the IOC (https://www.olympic.org/olympic-studies-centre/research-grant-programmes). Though they are not diplomacy specific, depending on your topic, there might be a fit there.
Also, sportanddev.org regularly post calls for grants and projects, so that is always a good website to pay attention to.
