I have some particles (silica particles, nanometer scale) and am using them to deliver drugs to cells. I know the amount of drug I have in a given mass of particles, but need to know the average amount per particle. Is there a way to determine the number of particles?

The easiest method is by Nanoparticle Tracking Analysis (Nanosight Equipment) but you can also measure it with the turbidimetry method.

You can use Laser-Doppler measurements on your nanoparticle dispersion.
