Go for CloudSim. You can simulate most of the aspects required with respect to cloud in  that. But there are some limitations in CloudSim with respect to the working when we compare with real cloud environments.

CloudSim is the best tool suitable for security assessment and data management on a cloud environment .

these are 2 different topics ,  you need to identify what do you want to assess particularly . i dont think a single tool can serve your goal. 

also, generally speaking evaluating system security is not something you can evaluate by a simple tool. you have to identify a certain threat model, then test your defense tools against it. 

For system security, you have to get a security model to be employed and then code it in the CloudSim environment and see its output which can be likened to real life cloud environment. Same for data management.
