Do you refer to questionnares that include the "goal ambiguity" as a variable, related to other variables, OR  to questionnaires completely focused on "goal ambiguity"? 

In the first case, as far as I know, most of the studies about "goal ambguity" in public administration uses only three items by Rainey (1983). These three items are: "This organization's mission is clear to most everyone who works here; This organization has clearly defined goals; It is easy to give a precise explanation of the goals of this organization".

These studies include the "goal ambiguity" as a single variable in a model with other variables. If you want I can tell you what are these studies.

In the second case can you indicate the name of the studies you found as I can understand your question and give you a more correct answer?

I have found the consequences of goal ambiguity in public sector. My Supervisor wants a questionnaire with top to 10 questions and authoritative source!!! But Most studies used  3 items as you said .
