Dear Debbie Hamilton , please look at this paper "Exploring the potential of community-based grassland management in Yanchi County of Ningxia Hui Autonomous Region, China: an application of the SWOT-AHP method". Zhou & Chen (2014) used a combination of SWOT and AHP to measure the difference in perceptions. I hope it could be useful.
