I am starting a vehicular communications project. I need to model vehicle movements as well as pedestrians. Helps to do so? Simple, yet defensible is good. Modeling software recommendations appreciated, too.

Your best option is SUMO. It supports pedestrians, traffic lights, different vehicles (with different rules) etc

Its better to start with definition of your scenario setup and thus model the objects defined in your scenario then continue to complete your system module
For mobility generation, there are various different tools are available such as SUMO, MOVE, CityMob, based on NS-2. Some other mobility generators also available based on JIST /SWAN simulator such as STARW.
