Is the relationship between the leaf relative water content and water potential linear over the range found in a living leaf?
Will the leaf water potential continue decreasing as the RWC decreae or one of them may get saturated while the other does not?

Your response is yes. In most plants there are a positive correlation between leaf relative water content (RWC) and water potential. I have attached a paper for you.

The reciprocal of water potential, 1/psi is linear with relative water content DEFICIT, from turger loss to total loss. In vivo there could be osmotic adaptation that deviates the trend. If the plant accumulates solutes but at the mean time the rate of water loss is equivalent to that of water uptake, that means the tissue will not retain addiional water in spite of the decreased water potential (because of the decreased osmotic potential), In this case, the water potential will decrease but the relative water content will not.
