NO! Protection of the environment MUST be part of the country's religions and religious ethics, and newcomers and outside corporations must respect those religious-environmental ethics also.
Until each religion on the planet adopts environmental protection ethics, then every plant, animal, and square meter of rock and soil, and every fish in the sea and river, and every bird has a price on its head.
Without religious environmental ethics, we live in a world where economic use by humans always trumps any environmental "laws" that a country might pass. An example--religious environmental ethics are the only things protecting the Sacred Groves in the Western Ghats of India, and other Sacred groves in other countries.
In the USA and other countries, we have made quasi-sacred areas in our National Parks, where the environment has priority over our desires to turn everything into the planet into a consumer good. The most remarkable park is in Tunisia the Sidi Toui in the middle of the Sahara, when you left the desert alone, it disappeared and turn back to grassland-savannah within 10 years

Laws are many...implementation is the major problem... some times development requires some modifications / exemptions...sometimes looking into the prevailing environmental conditions on humanitarian conditions we have to exempt. But most of the times it depends on the political will and the corporate influence breaks the law....that is for sure.

I think off everyone reading and answering this question, asks themselves, what areas within their country is completely off-limits to human exploitation?

Craig you are right. In our case, the major problem behind breaking the rules are increasing population, stress on various resources. However, greediness is above all. encroaching forests for constructing resorts, poaching animals for luxury as well as material for exports, cutting of valuable trees for exporting etc.
Laws are enough to keep the environment clean up to some extent but enforcement of the same is a major hurdle.. it is not being done as per my day to day observation.

Law was not invented by man with the objective of making it fully effective. This is simply because, despite great efforts no administration in the world can implement laws perfectly. Then the question arises that if this is the case, then why did man make an effort to invent laws. Man needed a standard so that when someone drifts from that standard, the degree of that drift can be computed. Accordingly, his rewards and punishments can be decided upon. In today's world that standard is referred as Law. Everybody has to drift from the law from time to time. There is no way other than this. If no drifting was required then qualified and intelligent people were not required in important positions. If we study the job role of most positions in the society, we will see that an inferior quality human resource could have performed that. Still we recruit only superior quality human resources. It is required because every job in the society involves some sort of decision making. Here, I am talking about decision making regarding drifting from the standard (please read law). How much drifting is required and how much is not required, is a very vital decision.
So, going by this idea, no law is enough to protect the environment. We are humans. We are herd animals. If we can convince important personalities to take care of the environment and advertise that to common people, then probably most people would be motivated to take care of the environment. I am from the world of Marketing Management. So I fail to come out of the impact of advertisements.

Environment protection is our all responsibility. About 20 years since the Kyoto Protocol was signed and we still depending heavily on fossil fuel and greenhouse gases in the atmosphere continue to rise to unprecedented levels. It will be very naive to think that legislation, regulations and law a lone can protect the environment without the real will of mankind.
I agree with you in the opinion ... Laws alone are not enough, they need awareness and a sense of responsibility towards the environment and real implementation of the law
the law shall play an important rule to criminalize the misuse of environment because it is the responsibility of the legislator to correct the misconduct of individuals , companies and even governments. but still it is the responsibility of every individual to appreciate the environment and protect it from all harm practices.
