The large number of countries have yet to set 3G networks still in the same country vendor are looking for 4G markets. It forces some countries to unnecessarily invest before time in my opinion. Your comments are requested.
No doubt that today's advanced telecommunication systems are much affordable than the systems of the 90's and 80's, anticipating even cheaper solutions in the future. However, this question is quite important to be asked by telecom operators in both developing and developed countries. Since most of the vendors these days offer very affordable equipments, BUT when you ask for a "software" upgrade they charge tremendous amounts.
Most of the base stations these days are based on software defined radio technology. Thus, a software upgrade should be possible (for example from WiMAX to LTE, or LTE-A), by this you can minimize the impact of installation charges, and the environmental footprint.
The answer to your question might holds both "yes" and "no" depending on how local telecom operators are strategically planning their networks deployment and expansions. And on how "smart" is their deal with equipment vendors.
the fast telecommunications growing and changes is not necessary good for economy because operators find more difficulties to amortize their investment.
the generation period became smaller and smaller (than 10 years for older generations) and the operators can't amortize in such period their infrastructure especially for operators that have less generation networks (3G). 4G can be launched as license for operators consortium to resolve partially the problem.
By inventing and implementing new technologies, many vendors are making good money and it is nothing wrong as these vendors are motivating researchers. this is the age of competition. Change + is the constant only and we must have to go with current trends to survive.

The core issue in mobile techs is not so much the economic stance -this is an effect- as the informational dimension. Current economics is grounded on information and knowledge. Mobile techs do enhance the economy, there after.
This is true that there is positive impact of telecommunication technology but to my mind disproportionate investment in communication technologies depriving other sectors specifically agriculture which needs more investment keeping in view growing population and health related issues of chemical farming. it means it is always linear in nature. More circulation is always beneficial irrespective of its balance among all segment of human life. I am not an economist but i believe that this world need more investment in health, education, and agriculture.
