Such an error is usually encountered when the keyword "scf=incore" or, alternatively, "scf=direct" is employed while sufficient amount of Ram is not available. This problem can be resolved whether increase the amount of Ram (via %mem=XX) or remove "scf=incore/direct" keyword if your physical available Ram is limited. Note, however, that for CIS(D) you are not allowed to use "scf=incore/direct" when solvation models are requested.
Actually CIS(D) forces the default SCF=direct, which doesn't work with PCM in this case. Try adding SCF=NoDirect or SCF=Conventional, though bear in mind that it requires a lot of disk space.
