Polyurethane is a very general name for the group of polymers with urethane linkage. Therefore there isn't one answer whether polyurethane is water soluble or not it and it will depend on side groups of monomers (soft hard parts) it's composed of. That's the reason why you will find different answer when searching literature.
In summary, yes there are water soluble polyurethanes.
Also, bare in mind molecular weight of polymer will also contribute to its ability to dissolved in a solvent
Polyurethanes are frequently slightly (or more seriously) crosslinked, which may inhibit dissoultion but allows swelling - provided that the solvent is propoerly selected. You should get more information on the chemical compositon of the PUR you intend to dissolve. At least you should make az IR spectrum if the sysnthesis is not known.
