Most definitely as they set the overall HE outcomes to be achieved by the institution and provide the necessary resources needed to achieve these outcomes. Many times the latter has to be supported by policies and the monitoring of these policies for effectiveness. However, when they fall short in doing the latter, students' education can be compromised as shown in the latter.

Management is more responsible because it is the planning that guides and steps towards execution that make it happen. However management is not a word in the air as there are many layers of management and the immediate one we see may be bound by their higher management and the big policy makers.
In a university, "management" is in charge of promoting and pursuing the academic agenda of the institution. In this sense, management is the administrative hand that ensures the academic fulfillment of the academic community in the institution. When management becomes more important than academia, the institution will probably lose its academic priorities. I see this happening throughout the world: money-making has become more important than coursework and the knowledge.
Management is a complex compass working in the line under systematic & practical modes so that we may get receive the purpose needed.However the task of management runs with the responsibility & their working method do not end only with the action but they have to view the same for the future consideration .
Management for its development program look for various areas.From production of various range of items it also deals with the institution for the academic development .
Any Management calls for progress & development where management has to remain under scrutiny for the for program initiated under careful objective planning but the responsibility does not end only by submitting programming plan .
With this they have to involve themselves in management in planning ,production .finance ,overall admin so that the planned target of management may result in successive in line of progress.
The answer to your question is that CERTAINLY, management is responsible greatly for developments in higher education. Without emotional comfort, how it would be possible to be peaceful and/or productive..?!?
