According to our experience, you don't need any magnetic stirrer for anodization of Ti-discs/plates to form TiO2-nanotubes. We have some papers regarding TiO2 nanotubes, the process is summarized here:

In summary, the mirror polished Ti-foils with a thickness of 0.25 mm was subjected to anodization process in an Ethylene Glycol (EG) based electrolyte having 98 vol.% EG (C2H6O2), 2 vol.% H2O, 0.3 wt.% NH4F at RT. An anodization voltage of 60 V was applied under continuous stirring. After completion of the anodization step, the samples were rinsed with ethanol and dried in air.

The stirring may not be necessary to grow NTs on Ti surface. It also depend on the bath configuration and sample dimensions which may impose certain requirements for stirring etc. The stirring may avoid the concentration polarization effects during the process and may also locally change the interfacial pH. This may certainly affect the morphology of NTs.

For better uniformity of the nanotubes and to mentain the fresh ions at the semiconductor-electrolyte interface with increasing the deepnes of the nanotubes it is recomended to use magnetic steerer or depending on the geometrical aspects of the used cell the electrolyte can be pumped trought peristaltic pump.
