language is part of communication as communication started before the invention of languages. Am I correct?
Without learning communication study language can't be perfect .Hence one should study communication to acquire language in order to get proficiency in any language.
When studying communication studies, that is still not a guarantee that one will attain a high proficiency in a second language. Second, and more important in my opinion, is the person studying to acquire the language, must study the culture as all people do not communicate the same from one culture to another.

being familiar with technical communication I clearly say that language is a part of communication. There is the OSI reference model for communication defining 7 layers of communication starting with physical layer (1) (signalling, (de-)modulation, ...) over data link layer (2) (medium access, ...) up to application layer (7). In this context language is assigned to presentation layer (layer 6).
Looking to human communication there is analog and digital communication (see Paul Watzlawick), where only digital communication is based on language.
Language is an enabler to model reality while communication is information exchange. They are independent from each other.
