Is Jamming radar waves which some government use to disturb some channels, really carcinogenic?

As we know the radar waves for TV in some countries are followed by Jamming. I think the Jamming waves should be very high intensity that they disturb the usual waves for TV channels. Thus, Jamming are in higher intensity that they could be harmful for humans. Am i right ?
