More than often, when questions are ask there exist answers either from archives, culture and civilisation of people, norms, believes, philosophy or commonsense deductions. However, there are questions that pose more questions as people try to provide an answer. Anyone who is able to provide an acceptable answer must have opened new area of knowledge. That implies creation of knowledge.
This is very interesting. Perhaps a corollary question is what constitutes, or qualifies, as a completely novel idea? Is it even possible? Do those eureka moments where something clicks and new information is created exist? Or are all ideas derived or formed through some combinatoric process? Pure creation may not be possible but then what accounts for the first idea or piece of information that people discovered? I prefer to visualize creative processes as "distant" neural networks communicating or interacting for the first time or in a different way. How this might actually happen is elusive to me...

To your point about questions leading to more questions. In a scientific context the relationship between finding answers and generating questions seems reciprocal, akin to the relationship between inductive (in the sense of from data) and deductive (ideas, or lines of questions) processes.
Sometimes answers generate questions and other times questions generate answers, both are useful, and practically speaking, arguably, essential. In situations that questions generate more questions it may lead down a nonsensical, unfruitful, rabbit hole, but not always. Determining the right, fruitful, questions to ask is half of the battle.
There appears to be an assumption hidden in your question - that we understand what knowledge is a priori and how useful it is i.e. knowledge utility. In many cases we dont have this awareness. Having a clear question and finding a clear answer suggest awareness.
