I think you can define education as positive freedom. There are some studies confirming significant qualitative shift when education at certain level was proclaimed compulsory.
To force is to use violence. Violence is the exercise of force so as to inflict injury on, or cause damage to, persons or property. To use violence against a person is to violate the person's freedom. Compulsory education is a coercion; coercion is a forcible restraint; forcibly restraining a person is a violation of the person's freedom.
I think it is absolutely right to define education as a positive freedom. Education is a merit good as such it is a core fabric of development. The government has an interest in the education and health of citizens because they have an impact on development.
