I've been able to plot a ball and stick tree with pie diagrams at nodes, or a circular tree without them. I want to plot a circular tree, with pie diagrams at nodes. Does anyone know of a way to do this in Mesquite?

As Yanjung Wang suggested, I also recommend iTOL for doing this plots in a very easy and straight-forward way: https://itol.embl.de/
You just have to upload the tree and the data to be plotted. There are templates which can help you for inserting your data.
