The state of the problem to requiring solution.

Protecting the health of the population is an actual social problem that requires the consolidation of the efforts of society, business the state in which, despite the developed scientific and practical potential, there are many unsolved problems and challenges in the existing health budgets of the countries of the world. [1, 2, 11, 12] The lack of incentives for constant innovation and civilized competition in the market system leads to the fact that the ongoing reforms to improve social-economic (public) relations don`t give the desired effect, both in quality and accessibility of the market to all, supporting social tensions. [1, 9, 10, 11] The constant change of the same models of health protection: social insurance (Bismarck), state-budget (Beveridge), with attempts to create a market (Sklyar TM and others), indicate the need for their revision in terms of their ability to link together the inter-multisectoral nature of health issues(WHO)(1 .2.7.9) Processes taking place in Europe, the Arab world, Asia, Russia, the United States suggest that the applied models of socio-economic development, designed to provide everyone with "Health, Well-Being, Education" were unable to solve the problems generating new challenges and threats in society. [11, 12]

Creating a society with a priority "Health", where the category "Health" is the basis of "Well-being" and "Education" of everyone and the priority of health care in need of constant investments, requires new models for the commitment of society and business to it simultaneously and with their satisfaction in achieving their goals what corresponds to the proposed Hass model.

Background to the development of the model.

The situation in health care 1994-2000, experience in the health care system, the creation of specialized consulting companies (LLP) Membership in the Expert Council of the Ministry of Health of the Republic of Kazakhstan on the development of entrepreneurship from the Forum of Entrepreneurs of Kazakhstan allowed us to offer our own version of the adaptation of the recommendations of the WHO to help everyone implement Article 29 of the Constitution of the Republic of Kazakhstan:

The project “PDSMC - prophylactically directed stage medical care (three-sectoral priority model of a general practitioner)” is registered in the Intellectual Property Committee of the Ministry of Justice of the Republic of Kazakhstan (IP certificate No. 00483, No. 874.) and approved by the Ministry of Health of the Republic of Kazakhstan together with the Higher School of Public Health.

The project "Methodical basis for the formation of a healthy lifestyle (Algorithm for the formation of a healthy lifestyle)” in cooperation with the Higher School of Public Health of the Ministry of Health of the Republic of Kazakhstan approved by the Ministry of Health of the RepTrademark (service mark, symbols) "The protection of human health in the system of health protection of citizens" (Certificate of Intellectual Property Committee of the Ministry of Justice of the Republic of Kazakhstan No. 17643, with expert confirmation of the State Committee for Social Security "Institute of Patent Examination"IPS (intellectual property committee) MJ RK.

Solving in this way the components of “health protection” in WHO, where the third part about the actual protection of their health by citizens was solved by Kyzmet ta'basy / знаком обслуживания/ servis mark in 3 languages and allowed implementing the WHO recommendations in full, to define it as a system social brand franchise.

The scientific substantiation of the brand franchise (idea, project, symbols) in 2012–16 with the inclusion of Karaganda State Medical University (KSMU) in the curriculum made it possible to explore it is capabilities and develop mechanisms for partnership of business and society with medical science and education.

The analysis of well-known models of health development from the standpoint of ensuring the adherence of business and society to medical science and education has established that only the definition of “Health” as an economic category, using the entire set of market tools, it became interesting to them.

At the same time, the definition of the “Health” category as the basis of “Well-being” and “Education” each went far beyond the scope of health care, and to provide it with investments for medical science and education, bringing its results to the market on the principle of constant “innovation and competition” needed such a business tool as a franchise.

This allowed in new industrial-innovative conditions using integration processes, observing the principles of free market competition, to solve the problem of constant investment in medical science through start-ups at will, at the same time improving conditions for business and ensuring the commitment of society.
