If it is possible to have two luminescence bands of the same peak position in a spectrum, what is the reason behind formation of two separate bands instead of one? This phenomenon is related to the stimulating incident beam or to the nature of the sample?
If the material is homogeneous, it is not possible. It is the same energy level in the gap. If a material is not homogeneous, it is possible as two or more phases may have the same energy level in the gap. However, the last case is unlikely.

As always, it depends on the nature and composition of your sample. As you stated, you are working with scintillator materials rather than small-bandgap semiconductors. Therefore, it is possible to have two emission bands at the same wavelength once the origin of these bands is not the same (e.g., luminescence from different ions in the crystal host). Distingishing the two bands, however, can be a task far from trivial. From now, it goes from your own objective with this material.
