Generation and amplification of carriers in such frequency can be accomplished by the scaled integrated circuit devices. The scaled down transistors can have cut off frequency in the order of 100s GHZ  and so can amplify and generate signals in your range of frequencies. Yes, there are many devices for oscillators and amplifiers at these frequencies. mmW technology is much better supplied today than it was only a few years ago. Search the on-line catalogues of microwave component manufacturers.
