1) Extrapolating data to Tioman island from a 'single' nearby station location will give you erroneous values (and I hope there is no method to do that). I will not suggest that. But, you can do the same if there are more stations all around the island say within a radius of 50-100 km. There are many such techniques in R. If you know R, run the following command you will understand the concept.

I think that we can extrapolate wind data from data collected from a nearly meteorological station by using artificial intelligence methods but not very far ( around some meters only because wind is a difficult phenomena, it can be changed considerably from a locate to another one),

I do not advise you to do so; extrapolating data from a location to another is tricky; if your intention is to gather data to design a solar/wind system, the best way is to install a local weather station; you can buy one - it costs between 400$ to 2000$ depending on the quality of the station - and use the gathered data in your energy model (but here you need to wait between 6 months to 1 year, the more you wait, the better accuracy you have.)

If you find the later suggestion impractical and time consuming, then it is better for you to rely on methodological data published by trusted sources from the internet; you can always question the accuracy of the information provided by these sources, but you have no other choices; furthermore, it is better for you to use them rather than extrapolating data from nearby sites (P.S: to my knowledge, 32 km and 122 km are not considered nearby sites, especially for wind predictions.)

I am working on the development of an energy model for a hybrid solar PV/wind turbine generation system, and I faced the same problem that you are currently having; therefore, I decided to install a small weather station on the roof of my house; but guess what, another problem emerged: the problem of calibration!!!!! :)

I suggest to you to do the following:

1- develop your solar and wind model.

2- get meteorological data from trusted internet resources;  you can compare the data you have from the "nearby" sites, with the available data for these sites, as published by the trusted internet source; by doing so, you can double-check the accuracy of the source.
