Only dipole moment will not account for increased intensity. The important parameter is "change in dipole moment" after photoexcitation. Dipole moment will affect the energy levels and subsequent stabilization/ destabilization of states. With preferential stabilization the emissive state may go further from a non emissive state resulting in increased emission. Without knowing the system it is not possible to proper suggestion.

Thanks Tuhin Khan for your reply. But how the change in dipole moment may be considered as an effective point in stabilizing the emissive state? 

Increase in excited state dipole moment will lead to stabilization through interaction with polar solvent.
