Yes, it is. The easiest way of having nanoparticles is by nucleation and growth of the core in a normal synthesis method, but it is also possible by size reduction. If you have only one kind of material, what is called monocrystals, you can have a semiconductor after size reduction. If you have different kind of materials is more difficult because you have to reduce every kind of materal separately. But this method to build nanoparticles is not easy, what people do is the use of ion-beam to make the size reduction for this atomic manipulation.
