A good review paper deals with collection and compilation of comprehensive information on a given aspect based on published data. As it also carries opinion, concluding remarks and/or future outlook of the authors based on literature mining, it would be more appropriate to designate it as Review Research Paper instead of saying it just a review paper.

I think a good review (and survey) paper should always be based on methodologically rigorous and content-wise highly articulated research since it is supposed to be not only up-to date, focused, comprehensive, argumentative, and conclusive, but also critical and stimulating further thinking. The latter can be achived by framing the survey/review using a new reasoning model, casting light on previsously not considered aspects, pointing at contradictions or unrecognized opportunities, and suggesting meaningful points for short term and long term follow up research. I think we nicely resonate on this issue. But, once more, a review or survey paper is to be always based on forerunning research actions, supported by proper methods and techniques (both qualitative and quantitative)! This differentiate it from, e.g., an essay or a personal communication. Anyway, a review is primarily an epistemological matter (sources and types of knowledge), rather than only a methodologica/procedural matter.
