Actually, with my limited knowledge I fail to understand what you mean by 'intercultural competence'. Again, the sentence - Intercultural Dialogue emphasizes the dependence of social cohesion - is not intelligible to me.  After I receive clarification from you, I may dare to post my thoughts.

Interculturality entails a number of underlying cognitive, effective and behavioral competences. These  include knowledge (for example, knowledge about other cultural groups and their products and practices, and knowledge about the ways in which people of different cultures interact), attitudes (such  as curiosity, openness, respect for otherness, and empathy), skills of interpreting and relating (for example, interpreting a practice from another culture, and relating it to practices within one’s own culture), skills  of discovery (such as the ability to search out and acquire new knowledge about a culture  and its practices and products), and critical cultural awareness (that is, the ability to evaluate critically the practices and products of one’s own and other cultures). The need to promote social cohesion within a society is not a new concern  divides industrial and post-industrial societies irreversibly from agrarian societies – has created new minority social groups within states which hitherto considered themselves. Social inclusion can take many forms in terms of rights, duties and activities in a community. Key competence areas are ‘democratic citizenship, language and history’, inter-religious dialogue is recognized as an important dimension of intercultural dialogue.

Cultural competence is a set of congruent behaviors, attitudes, and policies that come together in a system, agency or among professionals and enable that system, agency or those professions to work effectively in cross-cultural situations.

Five essential elements contribute to a system's institution's, or agency's ability to become more culturally competent which include:

1.Valuing diversity

2.Having the capacity for cultural self-assessment

3.Being conscious of the dynamics inherent when cultures interact

4.Having institutionalized culture knowledge

5.Having developed adaptations to service delivery reflecting an understanding of cultural diversity

It seems you know the answer better than any other person. Democracy is an environment that promotes all-round development of men. It is just not universal adult suffrage that determines the democratic quality of a nation. Democracy means rational freedom in every field, including home. The more we mix with groups, the better is our understanding of the patterns of human behaviour. This makes our vision wider and our hearts more expansive. Democracy and Intercultural Competence are co-extensive and mutually complementary.

Not necessarily. There are communities or nations with a high level of homogeneity that makes marginal efforts intercultural competence. When the reality of a community is the coexistence of multiple cultures (either by traditions, religions, languages or whatever) is certainly relevant intercultural dialogue and the adoption of democratic models for the formation of representation and decision-making recognize this plurality, to thereby achieve social cohesion required by a community or nation, ensuring the welfare of all its members, equitable develo
