A large number of Lecturers and Assistant Professors in the universities have pumped up their Impact factor by writing review article (cut-paste, rephrase strategy). Some have 60-70 review articles under their name while they just completed their PhDs. How one can judge their scientific abilities, innovative mind and contribution to science  while they have 2-3 research papers and 4-5 citations  but sure their Impact factor  is in 100s and some have 500. Any other alternative measures that will  be required to judge the scientific abilities of scientists.
