Scientifically speaking, those who provide ( the so-called development aid/assistance to education reforms in developing countries) cannot be categorized as "saints" carrying out benevolent charity work.
There must be an agenda. In the world of today, there is a "stated" agenda & there is a "concealed" agenda. Deep thinking intellectuals, in the receiving end, are needed to read between the lines to find out what is the "true" rationale behind this "help".
One of the most important factors in curriculum reform is the "teacher" because he is more familiar with what the student needs to achieve his goal. Those who prepare the agenda do not interact with the student as much as they do with the teacher who is present with the student and the content of the learning materials
