Is anyone using HAM-D/ HDRS (Hamilton Depression Rating Scale) score of less than 21 in their clinical studies of depression treatment?

I'm trying to obtain a treatment-resistant depressed study population. In my reading the standard minimum HDRS/ HAM-D score for inclusion in such a study seems to be 21. But I'm concerned that this will be too strict as these subjects are already partly treated. Does anyone have experience using a lower cutoff? Or have you seen studies that do?
