There is one journal titled “International Journal of Engineering & Technology”. As written on their website the publication fee is $200 and the review time is around 4 weeks.

You visit scopus website and put your area you get number of journals (say for mathematics) and see which journal is giving many number of issues per year and free from Article Publishing/Processing Charges you choose that journal for fast publication.
