I am interested in how allegations of abuse and neglect that do not necessarily result in obvious physical injury can be evaluated in vulnerable populations. Is there any standard scale to assess abuse and neglect of group home care? Is there any research on how to interview residents with disabilities and assess the environments and cultures in the group home agencies for systemic characteristics or organizational cultures in which abuse and neglect is more likely to occur?

Late last year and earlier this year you responded to a question I posted about the concept of institutional abuse. So far I don;t seem to have made much progress in challenging my views about its apparent reality as a euro- or UK-centric concept!
However, in researching across many and diverse topics related to the research I have a few thoughts that might help with this question.
Assessing the environments and cultures in group homes might be possible using constructs from Wardhaugh and Wilding's "Towards an explanation of the corruption of care", Hofstede's dimensions of organisational culture (in "Culture's Consequences") and there may be some relevance in Lipsky's "Street-level Bureaucrats".
My project is going to be using some aspects and dimensions from some of these (probably not all) when looking at the role of organisational culture in an institutional setting - with a similar aim or theme as your own.
