Many scientists are faced with the problem of citation of articles. This applies to indicators in the RG. For many, this is due to the lack of money to publish for a fee. Links to preprints are not welcomed by the editorial boards and they are not accepted in reports. Meanwhile, this is an indicator for finding a better job, receiving grants, and promotion. There are problems with this indicator in the RG. I've run the data to possibly increase these numbers.

I ask other scientists to share this problem, familiarization with which will be important for young researchers. I accept the thesis that an interesting, important work will have a good citation index, but selectively.
Yes, I agree with Prof. Yuri Mirgorod . It's a serious issue to be tackled urgently. Potential advantages would highly overweigh required potential investments.
In general, the number of citation of an article is directly related to the impact factor of a journal. If you publish a paper in a journal with high impact factor, your paper has more chances to be cited. For young researchers the number of publications in top journals is important, since the number of citations has a long leg time. For well established scientist the Hirsch index for the last 10 years is important. This is an indication how productive you are now.
The most of top journal does not charge the publication fee. The majority of open access journals are junk, but not all.
As a conclusion, there is no simple answer how to get to the list of reputable scientist.
