By default education policy is primarily focused on formal education settings and therefore policies and practices can be limiting towards the recognition of learning that has occurred outside of formal education.

Two of the other responders have provided some excellent examples of policy that address diverse societal needs however the application in education settings is challenging because practices are inconsistent.

An example that I use is that for many years we have been able to find many references to recognition of learning in national and international policies which when applied help address diverse societal needs however putting these policies and guidelines into practice has been inconsistent and very limited. There are examples where simultaneous use of multiple learning, skills and qualification frameworks along with quality assurance and recognition frameworks alleviate this problem. This approach has previously been very time consuming and therefore restrictive however in the last 12 - 18 months technology solutions are making it possible to achieve this much easier but there will be implications for policies to enable embracing this diversity in a global education context.
