In analog circuits the class A common emitter CE amplifier represents its basic building block. Its maximum gain= gm rce laod with assumption that the load is a current source whose small signal resistance is rce. Both depend on the dc operating point of the amplifier such that gm= (un cox W/L)(VGS-Vtn)=( un cox W/2L))^.5 SQR ID, rcep= VA/ IDsat, with VA is the early voltage and Id sat is saturation current. As the two transistors will be connected in series, the amplifying transistor and the load transistor then IDsat= ID the operating point current.

Then the gain of the CE block Av= VA ( un cox W/2L))^.5/ sqr ID. Given A and the technology parameters: VA, un, cox, W/2L= same W/L ratio , one can calculate the DC operating current ID of the amplifier. As this is a class C amplifier one can assume that the operating DC voltage is VDD/2. VDD is also technology limited.

So the power consumed in the amplifier= VDD ID in both transistors of the amplifier. So, after examining the above equation one can predict for the first look that ID will be smaller to realize the same gain. As these parameters are knowen for the different technology node one elaborately estimate the power consumption of the amplifier circuits which make out the core functions of the analog circuits.

As the question is complicated one i tried to answer the first part concerning the power consumption.

In addition to the power consumption, there is the maximum operating frequency. The maximum operating frequency is determined by the transit time across the channel transistor. So, it increases as the the transistor is called down. Consequently the as the the feature size gets smaller, the maximum frequency increases. In fact for transistors operating as an appliers there is a figure of merit which is the gain bandwidth product. For the MOS transistors the gain times the bandwidth product= gm/ 2 pi (cgs+cgd), cgs is the gate to source capacitance and cgd is the gate to drain capacitance.

Reducing technology does not means that just reducing the size and cost. It completely change the parameters value. It also affects the supply voltage. So, power consumption also depends on the changing technology. Power consumption reduces by reducing the technology.
