In M-N-C catalyst, do we use N as Electronegative atom to produce partialy +ve charge on Metal?

If it has real effect of electronegativity then why we can not use more electronegative atom like halogens?

When HCI(hydrogen halogen) present, M-X depending on the specific metal catalyst, halogen can be as electronegative atom to produce M-X complex.
