You can use decision tree without using weights and having a large freedom on the decision. The tree branches equally thick but one of them can have more twigs (indicators) than the others. There is an easily applicable free software available (Dexi). http://kt.ijs.si/MarkoBohanec/dexi.html

There seem to be no Rule of thumb to assign weights to indicators in quantitative vulnerability analysis. It depends on context, though literature is dominated by PCA, which also has some drawbacks as pointed out in Wirehm et al. (2015). However, be mindful that vulnerability is not a measurable quantity as Hinkel (2011) stressed.
