I guess it may happen very easily. Adsorption entropy is not following with necessity the adsorption enthalpies; the same heat of adsorption may be obtained for molecules of different size, shape, demonstrating variety of conformation, and even having different mechanisms of interactions with substrate. so, why should generally the site occupation (population?) be tthe same for two molecules with the same adsorption heat??
