Are you asking about the sign convention for forward propagation? That is exp(-i*k*z) versus exp(+i*k*z)? If so, everything is the same except the sign of i in all derived terms. The biggest consequence is the imaginary part of permittivity and refractive index are different between the two systems. All physical processes are the same and you will get the same answers in the end, but just with opposite sign on the i parameter.
Dr. Raymond is saying correctly. It won't be altered. only the change, you will get sign. at boundary, permittivity and refractive index may change, but during beam wave interaction the nature of EM wave doesn't change or if it is being reflected then the direction will be changed omega and time product in expression doesn't change.
