first of all you should built the budget according to your assumptions relating to the type of your comapay then after than you can assess the benefits and cost the implementation of performance based budgeting.
Most studies I have seen measured "success" against the objectives specified by the project sponsor (e.g. Board, Senior Management). If the objectives were achieved, this was set equal to success. While I can fully understand the rationale behind, this is highly subjective and may be feasible in the context of policy evaluation. However, it will not provide any generalized findings.
Thank you very much Mr. Bergmann. We based the estimates in our study on: Costs estimation is based on a phased implementation, where we consult the Regulatory Impact Assessment methodology. In order to estimate benefits, we use a microeconomic approach to assess technical efficiency (Data Envelopment Analysis-DEA and Stochastic Frontier Analysis-SFA) of the budget users.
