From my point of view, I see this problem as a political conflict far from scientific development, which began after the decision to ban the entry of Apple devices into China.
Both the Chinese Government and Apple claim that the reason for Apple not being on the list of approved devices for state purchase is that Apple did not apply to be on the list. whether this is true or not, both are claiming that there is no ban.
At the scale of a small company, standardising on devices makes sense, so may be even more so for a state. Choosing a standard platform would have advantages, rather than allowing people to choose any device and requiring that IT departments ensure that they are supported.
If AI / 5G will dominate the 'fourth industrial revolution' then shutting out competitors makes sense - whether implicitly by trying to get proprietary standards accepted, or by having loss-leaders to build market share (with investors hoping that in the end a profit will be made, or at least that an IPO will allow them to cash in), or explicitly, by standards (with certification required), or straight denial of certain products.
This story has been around a long time, before the first industrial revolution. Sometimes it has played well, sometimes it has resulted in isolation and loss against the wider world.
