If a child can learn to read fluently in one language but struggle to learn reading English? Should he/she still be referred to Special Education?

NO definitely not. Nothing wrong with the child! I am conversant in three languages but am not comfortable in one that doesn't mean I have learning disability. A child may be more comfortable in his/her mother tongue.
