There are many views and points to use meta material for patch antenna. For calculating inductance and capacitance, you can one or two papers which will be really helpful for you. One thing which is important to note, if you are using array patch antenna using meta materials then you'll have to calculate inductance and capacitance for each and every design over the patch and then total equivalent capacitance and inductance, these two parameters affect your resonating frequency, so material should be properly chosen.

After designing your antenna, you first need to design the equivalent circuit. For this you can use ADS. After formulating the antenna design, you can either manually tune your circuit for exact response as obtained from HFSS or automatically tune it using some algorithm.
