Suppose we have a recording with higher resolution camera like one plus. I need to convert the video into lower domain like xiamoi camera. In addition to that I need to main the color constancy, and perspective information also. Can somebody please help me how to proceed?

Getting an identical match would require considering the sensor characteristics of both devices and things can get complicated but assuming you are looking for a easier fix. I would try changing the frame rate in ffmpeg (https://trac.ffmpeg.org/wiki/ChangingFrameRate) .

Video resolution can be decreased into two ways : temporally, which involves dropping frames along the video timeline, and spatially, which involves reducing pixels per frame. Both can be done using a video editor like Adobe Premiere. Free video editors like VideoPad editor by NCH can also be explored :

In addition to the above suggestions, you may want to extract the video frames and apply heavier compression then write these modified frames back to the video file.
