This protocol is used in wireless sensor networks and is a routing protocol. Published in a research paper entitled "A Distributed and Effective Cluster Routing Protocol of Sensor Networks" in 2008 by Jian Chen, Zhihui Yin, Deshi Li and Tao Sun.

Did you contact the author? they are the ones who developed the codes. sometimes they do share them with other researchers.
If they don't share it, you can find the codes for LEACH protocol online and try to modify the way you need it.
