there are several sites where you may find the date you are looking for.

You may look at http://www.soda-pro.com/web-services#meteo-data

where you may download time-series of meteorological data from the re-analysis MERRA for any location in the whole world. Radiation data are also available but for Europe, Africa and the Atlantic Ocean at http://www.soda-pro.com/web-services#radiation.

The HelioClim-3v5 data are pretty accurate but are for free only from 2004 to 2006. Otherwise, use the Copernicus Atmosphere Monitoring Service (CAMS). You must register for free. Data are available from Feb 2004 up to now.
