You can use labview, visual basic / C platforms / programs to very easily create one. Follow the lock-in amp manual external commands examples. As you are using SR830 -- you will find information on this on stanford research web page: www.thinksrs.com

Before you chose the dark path, I suggest that you think about using Python and pyvisa library. This is all you need to start talking to a device:

sr830 = visa.instrument('GPIB::' + deviceGPIB)
deviceID = sr830.ask("*IDN?\n")
print "Device ID: " + deviceID
You could use sr830.write and sr830.read instead of sr830.ask...
The whole set of SCPI commands you can find in the lock-in manual, which you simply parse to the device as the argument of write() or ask().
Lower level and more beautiful be it cannot...;)
For the fast Python setup, you can use the Anaconda installer (http://continuum.io/downloads)

Dear Ali, You can use many software as Palash has said. However, I am suggesting LabVIEW because through GPIB-USB connection you can control and operate your lock in easily. Which I am using it to control my 7280 DSP LOCK IN AMPLIFIER.
I have built the software with LabView program for SR830. Just info me ([email protected]) if you need it.

If you use python and RS232 comunication or maybe a RS232/USB converter cable, you don't need pyvisa or any drivers of NI.
I attached a file as example.
PS.: I don't recommend GPIB. USB is a better technology and easier to work with.
