I have EEG recording of closed- eye and opened- eye of 2 groups of normal and unhealthy people

The signals are processed and transferred to frequency domain (I have the spectral power ) . I would like to compare the signals of these 2 groups whether they behave differently, (the distribution of signals are not Gaussian). Which statistical test is suitable for this experiment?
