You can use the Dimensions of Culture questionnaire that is an abbreviated version of the original culture questionnaire used in the GLOBE studies. However, individuals who are interested in using the GLOBE scales for research should use the complete questionnaire, as referenced in House et al. (2004).

I do not know where you are obtaining your PhD but usually, your committee wants you to search the literature develop your model for the research and then from both of those contributions develop your own questionnaire that they will approve or disapprove. Make sure all of you check with your chair of the committee I have observed dissertations where some of the established scales are used and noted that they are the standard used when studying your subjects. I have never observed anyone using an entire questionnaire that they have not designed.
You are very right, however, I have seen similar requests and I usually ask that the student gets permission from his/her advisor in addition to respecting the ethical use of published items.
