Generally, you would define your energy allocation model, the energy level for each network-node, and series of events that would trigger energy consumption.

So every energy consuming event would trigger the energy allocation model which defines how the energy should be spent.

I worked in an evaluation of strategies to increase de relibility in the message delivery on a Wireless sensor network. I developed some model using Visual Sense that is a Free Discrete Event simulation framework developed in the Berkeley University.

In my model I build de behavior of the protocol on each node, listening the wireless media, sending messaje using Mac layer, using ack , etc. On each device when a message (or event) arrived and is detected, it is being processed and the response message is resend if this is the desired behavior,  but also for each processed that is being done, on the node, I send and addition massaje (or event) to an additional queue where the energy spend on each activity is being sumarized for each node, and the end of the simulation I get the sum of the energy spent on each node. To develop this type of model you need the ammount of energy spent on each basic process, you can make some measurement on real devices or to look for some datasheet of the product to look for the energy consumption of each basic operation.

Even that at the moment there are not comercial 5g devices to get some measuremts, you can use some estimation of certains parameter starting from what is the current  behavior and perfomancen of 4G devices and also how could be the perfomance goals stablished for 5G devices. I am not so sure but I think that is being expected that the network could be 100 times faster that current ones, for example. Even that you could not have a clear idea about some particular fact, feature, protocol or event. If you have some clues about some feature, you can establish certains values and develop a Experimental Design with 2, 3 o more factor or level to study if the expence of resourse of a particular  feature could be  for example 2 or 10 or 20 and how could be the impact of these values over the whole system behavior.
