I am not an expert in this field but would like to suggest the following to your study:

If your study focuses on the affordable housing issue in European Economic Zone, the PPP should not be relevant since all countries use the same currency-€.

Secondly, will these affordabel houses be provided by each individual country or by the European Economic Zone available to people from all relevant countries? If the former, then these houses will be only for its own countries' people, so the PPP may not be a big factor or will not matter; if the latter, the PPP could be relevant, but depending on financing of the houses and eligibility of the houese.
